Great question and unfortunately the answer is yes and no. I hear this question a lot when I meet with small business owners or when I am teach search engine optimization at UW-La Crosse.
What I tell business owners is that once someone completes the initial optimization of a content page, and Google indexes it, and the new rankings are displayed, there will inevitably be additional tweaks and adjustments you will want to make to further improve your rankings. Ultimately, it should take about 1.5 to 2.0 hours to optimize the content of a single Web page. Not a huge time investment. It would be realistic to expect that monthly time commitments will be about 15 to 30 minutes per optimized page within your Web site. There is always room for improvement!
The ongoing time investment in SEO comes in the form of link building, i.e. building the number of links that point back to your Web site. The links need to come from credible sources and not link farms or other similiar scams. Remember...Google not only wants to make sure the content on your site is good quality stuff, but they also want to make sure your Web site is popular. Meaning that you have a high number of in-bound links...or other sites pointing back to you.
The best way to generate in-bound links is to write some articles and then share them across the Web for posting on other people's Web sites. Include a by-line at the bottom with a link back to your site. See the bottom of this post for an example.
Building 75-100 in-bound links will form a good foundation of popularity according to Google. Now, get out there and starting building some links!

The answer is NO, SEO can be done absolutely for free, only thing required is time. My website, sleycapitaladvisors.com , ranked number 1 out of 1.2 Million sites in just one week and is still number 1 now 3 months later, with no money spent on advert. at all. yes...you have to spend time on SEO every month...SEO increase the site rank..and it should be updated on regular basis to keep your site at a higher rank...if you stop spending time on SEO then your competitor's site can get higher rank...so spend time on SEO every month..article submission
